The initial estimate of the project which started in 2004 is $ 63 Million. SAIC has subcontracted the project to few other consulting firms out of which “Technodyne” has the giant part. In past 6 years, the project budget has increased from the initial $63 Million to $740 Million (That’s a whopping 12 times more than estimate). Of the total $740 Million paid for this project, Technodyne received $464 Million (63% of the Project cost).  Technodyne is owned by native Indian couple and US Citizens Mr. Reddy and Padma Allen. &lt;br&gt; &lt;br&gt;The Project Manager of SAIC, Gerard Denault who is responsible for this project implementation (Hiring resources, Approving Time Sheets etc) officially got paid 2.9 Million between 2004 and 2010. That’s 40K per month and 500K Annual Salary. In addition to this he secretly pocketed $5.6 Million in kickbacks from technodyne. The allegation is he received the kickbacks for diverting the business to Technodyne and approving false time sheets. Gerard Denault was arrested for money laundering and wire fraud charges and later released on $1 Million bail bond.
